Yet another--and another population-related--problem the is easier to mitigate if you start addressing it before it becomes a crisis. There are all sorts of things that can be done to decrease residential water-use...and if you're going to live in a big city built in a desert, you need to realize that you're going to have to make some compromises.

Instead, of course, we'll just hope for some technological solution, no matter how costly.
